Start a seperate account which requires both your and your husband's signature to get money out, and use automatic deposits to put 10% of your money into it.

First, you should do direct deposit into your bank. Next, remove all credit cards and place them in a safe place. Third, get a debit card w/ a VISA or MasterCard logo. Finally, never carry more than $20 cash.
These steps will force you to only spend the money that you have. You should set up a budget. Allocate what you need for bills (like gas, housing, food) and set a aside a fixed amount to save for retirement. Any money left over can be your fun money.
Or, simply let your hubby take care of all your finances. He can give you an allowance each week :)

What do you mean "his" money and "your" money? Do you both have earned income and keep separate accounts?
Either way, here is the easiest way to curb spending: Set a savings goal and have that money invested automatically each month. That way you can spend the rest guilt-free because you know you've already set aside enough savings to reach your goal.
Best Case Scenario: Decide to save/invest at least 15% of your gross income every month. Put 10% in retirement accounts and 5% in a money market for shorter term goals.

This realization is way too important, which appear to have come after all.
Since you now know it, and accept as your weakness, you will start controlling yourself also.
Give a major charge of your shopping to your husband, or at least start shopping together.
Discuss the necessities before you make a deal and shop on "need to have basis", not on "need to shop" basis.
Wish you and your husband a better life, he should not be saving & saving and you should not be spending & spending.
Together save and spend for yourself, your family and kids.

It is better to seek guidance from your husband who will be the proper guide since he knows your habits better than anybody else.
Further it is to control your mind who incite you to spend. So start doing some meditation daily. This will pacify your mind and the mind will start thinking rationally.

The best thing to do in such a situation is to keep 95% of your money in a fixed deposit. for the rest prepare a budget. As they would be less you yourself wont feel to spend them.
