Why do people say we have an extra hours daylight when the clocks go forward and if that is true why not put?

The amount of daylight time available is limited. In summer, some countries resort to daylight saving time by making the clock go forward by say half an hour or an hour. This means that if sunrise is normally at say 6 15, then by forwarding the time by an hour, it would be at 7 15. We therefore have to get up earlier than usual (when DST is enforced) because there is no change in office/school start and end times,.and get to use more of sunlight.
It is obvious that one cannot get more sunlight than what nature has provided and so forwarding the clock by 12 hours won't give us more of sunlight.

EDIT: What I meant was that as summer approaches, the sun would rise earlier. So, if the sun were to rise say half an hour early in summer, then setting the clock back by half an hour would enable us to get to enjoy more of sunlight provided we rise early according to the new daylight saving time. This would also help us to save on energy costs.

Why do we think we have to mess with time so much anyway. First we go on daylight savings time so we're really getting up at 6:00 when the clock says seven.
Then our legislature comes out and says adolescents need more sleep so we're going to start their school day later, and the elementary kids school day earlier.

There is deep irony in here and the government is determined to make us crazy is my asssessment.
