I would say this celebration of the Fool started in France in the Middle Ages. Why? It is one day when "civilised" society can turn its head on its heels. I would say after the Black Death (the bubonic plague) life took on a new meaning. Even once the old order was restored, there was that moment when the ruled could rule over the rulers. Yes, from France it spread to the United Kingdom and then to North America and beyond.
