I don't have a colour printer or a scanner so cant get it on to my computer - I know then I could somehow print in on to transfer paper.

You could use fabric paints, which are available at art/craft shops.

Depending on what the design is, you could create a stencil of the design & spraypaint the design on. OR using a cotton swab or something like that, dip it in bleach & draw your design on. Make sure you put cardboard inside the hoodie so it doesn't go through to the other side. Let it completely dry & then wash it seperately.

I recently created a white design onto black curtains, is simply used white paint, any kind will do like acrylic or even matchpots from DIY stores, dont use tippex it never goes on properly and will flake off.
Paint usually works fine and if you do wash it, it will probably jus fade but if you put it on quite thick then it usually does the trick. As paint never comes out of clothes esp. emulsion!
Fabric paints tend to wash out, my mam recently did an image using these on a T-shirt, and found one wash and they either ran or came out completly.

You don't need a colour printer to print out a stencil, or series of stencils (one for each colour.) Then you can use fabric paint.
Image editing software is free but you will need to work out how to use it to get the outline you want!

Silk screening is pretty straight forward and doesn't cost a whole lot to get started.

I bought a Speedball Silk Screen kit at a local art supply store for my kids because they wanted to do the same thing. It was around $50. The great thing about silk screening is it is as simple or as complex as you care to make it, and you can reproduce your image over and over.
