Evolution because every single member was a good wrestler with skills so they were undefeated and unbeatable unless they broke up, which they did. They had Randy Orton, "The Legend Killer," who is the future of the business, Batista, "The Animal," Ric Flair, "The Nature Boy," and Triple H, "The Game, King of Kings, Celebral Assassin." At one point, Evolution dominated every single title of RAW except Trish Stratus's Womens title when Triple H was the World Heavyweight champion, Randy Orton was the Intercontinental champion, and Batista and Ric Flair were the World Tag Team champions. Then slowly by slowly the alliance was demolished and destroyed.
JBL's Cabinet was seriously a joke. It wasn't an alliance full of skilled superstars like Evolution, it was just a group of bodyguards to protect the WWE champion, JBL, because he is a coward.
Jarrett Planet is also a joke.

If limited to these 3, Evolution is the only correct answer.
Many other factions were better, but what I believe to be the best is the Ministry of Darkness (before joining forces with the Corporation to become the Corporate Ministry).
Undertaker
Mideon
Viscera
The Acolytes (Faarooq and Bradshaw)
The Brood (Gangrel, Edge, and Christian, while Christian was cool)
It's a shame that a faction that had so much potential ended up the way it did.

If you are going to limit me to these three it could only be Evolution. However There are many incarnations of the four Horsemen that are superior to Evolution. Also I might have to consider The Million Dollar Mans stable, The Nation of Domination, the original DX, The Ministry and the Corporation not to mention the Dungeon of Doom. I might actually have to pick the Four Horsemen with Flair, Malenko, Benoit and Arn Anderson or possibly the Nation of Domination with Farrooq and The Rock and the rest.

Who was in Jarrett Planet? I've never heard this one.
Between the two I have heard of, Evolution was easily better. They actually did stuff as a group, and when they broke up, Triple H feuded with each one.
The Cabinet never really seemed to be a group. They just seemed to be there to interfere in JBL's matches. When JBL fired the two 'brothers,' he and Orlando Jordan could have had a feud with them. It didn't have to be anything big, just a 'we want payback' kind of thing. Instead, Doug and Danny just disappeared. Then Orlando Jordan became a jobber and eventually got fired/released.
Good groups break up and feud. Bad groups fade away.

Of the three Evolution.
There have been better. NWO, DX, Four Horsemen (Evolution is based of them), BWO, The Corporation,
Ministry of Darkness / Corporate Mininistry or something like that may have been the best. Besides Taker it also included The Brood (Edge , Christrian, Gangrel), The Acolytes (later APA), it had some other memembers to...Vis & Median..maybe more.
Oh yes and can't forget another mid-card great. The Job Squard.

Evolution was the best. JBL's Cabinet and Planet Jarrett have no talent whatsoever. They were just made up to prolong their leaders (JBL and Jeff Jarrett respectively) world title reigns.

Ok, apparently no one who answered watched TNA in late 05' to now, Planet Jarret consiste of Jeff Jarrett, Gail Kim, AMW, Abyss (w/James Mitchell), Team Canada (Coach Scott D'Amore, Petey Williams, Eric Young, A-1, Johnny Devine, and Robert Roode), and Alex Shelley and Monty Brown. They weren't the best faction ever though, Best ever was D-X and Wolfpac!

Well i've neva heard of Jarret planet but evolution had the best superstars the best one was Randy Orton,Batista and HHH are good but i dont really like Ric Flair he's too boring.
P.S JBL's cabinet was sooo ****.
