There should be a local isolation switch that will isolate both live and neutral to the immersion heater.The 13Amp fuse will isolate the live side only and will prevent operation.

Removing the fuse from any piece of equipment should completely disconnect the electrical supply. However, it's always possible there is a short-circuit somewhere which bypasses the fuse, or you might take the wrong fuse out, so don't assume it's safe; use a meter to test.
