There should be a local isolation switch that will isolate both live and neutral to the immersion heater. The 13Amp fuse will isolate the live side only and will prevent operation.

Removing the fuse from any piece of equipment should completely disconnect the electrical supply. However, it's always possible there is a short-circuit somewhere which bypasses the fuse, or you might take the wrong fuse out, so don't assume it's safe; use a meter to test.

The safest way is to unplug the device from the wall before performing any maintenance.

It will prevent the immersion heater from working, but not actually isolate it, as the neutral could still be connected by turning the switch on.

you have probable offered 13 amp mains cable quite than flex - the perception is which you will run 4 sockets off 13 amp cable, so surely the gauge of flex mandatory is lots smaller. to paintings out the truthfully cutting-edge drawn via an equipment, and hence the scale of fuse & cable required, divide the enter wattage via the voltage to grant cutting-edge - as an example, a 2kW heater will draw 8 amps (2000 / 250(ish))
