In a governmental job, at least in California, they can usually go 10% higher without approval...

Yes. I would look at what other companies are paying for that type of job and or skill level. I would say that more than 10% of the highest is to high.
Example if you are being offered 30,000.00
Companies hiring similar employees are offering 25K to 40K.
You should ask for near 40K whatever you are comfortable with asking for. I would not ask for more than 44K it would make you undesirable.

It's definitely okay. And there's nothing wrong if they say it cannot be done. Still take the job. Hmmm... Maybe for a couple of more dollars, like let's say starting is 20, but you could maybe say, 23 or 24. Hope this helps.

if u WANT to get fired from ur new job i would ask for more pay
just stick with what u got at the moment, or go find another job it may seem harsh but bosses dont like to pay people heaps of money . i found that out the hard way lol i said this pay wasnt that good and asked for a bit more and he fired me then and there and when i asked the boss fine dont worry about the pay rise he just said go away we dont want u.

Of course you can counter offer.
They can only say no!
How much is too much would depend on the job, your location, your level of experience, the company offering you the job..

Whatever the market will bear. If you think you desearve it, ask for it. The worst they can say is :"Thank you but good bye"
