Like the 'puff' lettering on t-shirts,...can it be done on an inkjet printer? Something to add to the paper?

No, the clearances inside the printer are too small for the goopy ink, even if you could get it in an inkjet cartridge. It has to be silkscreened on and then puffed with heat. It isn't in the fabric (and thus not in the paper.)

well ima go ahead and assume that your talking about the a Puff Font, as in the Letters on what ever your trying to print are puffy, i would recomend you search for a Font that fits the description of "Puffy" then increase the size to your liking, or if you cant find one, then i reccomend you download a Photo/Image Editing Software, such as "Adobe" or what i use "Photo Impact 12" and there you are almost sure to find the perfect font, color, size etc for you print. and if my assumption is wrong then i have no idea what "puff" lettering is lol.

You trying to set a record for the number of questions asked in 5 minutes? LOL

Chill a bit man. You might need to make a trip into your local BestBuy or CompUSA and drill them for a while! A lot of what you're asking requires an exchange of conversation going back and forth. You're simply not going to get that here!

no it can't be, letters can only be "puffed" on paper via a process called embossing.
