Making your own rubberstamps with rubber (or clear "photopolymer") is kind of an involved process, and you'll need more than just the rubber or polymer.
You can have them made though at office supply stores and rubberstamp-making shops, but one great place to get a whole 9x7" sheet of rubberstamps made (from any design or text you can draw or photocopy onto a white sheet of paper, leaving small spaces between) is the mail order company called ReadyStamps which is an arm of the Cerebral Palsy Association:

When you get the sheet of stamps back, you can cut them apart with scissors, and glue them to some kind of backing if you want (wood, clear hard plastic, etc.) to use as traditional stamps.
(if you request them and if you could use them, you can also request the "matrix" and the "board" which will give you two more versions of your designs, including one which would function as a "mold" for polymer clay or other materials.)

Go to a rubber stamp vendor and don't bother yourself for it requires not only rubber sheet, but also lead type fonts, galley, plaster of paris and hot press to make it.
