Esp. in clothing retail I have seen this practice done not sure if it still is. One store was Merrygoround which would refund you in the form of a gift certificate. How is that justified?

Unfortunately, this is not illegal, so long as you get the full credit value of the original item. Still, some stores will give you the option of a gift card or an American Express gift card (Old Navy offers this option), which you can spend most anywhere.

In dealing with legal issues, there is often a huge discrepancy between what is *ethical* (ie-the "right" thing to do), and what is *legal* (what you "must" do)....sad but true...

It's a mean thing to do, and might be unethical, but it's legal. Make sure you know a store's return policy before you shop there. If you don't agree with their policy, don't shop there, and tell them why.

I'm assuming you meant that you have the receipt with the return. If you don't have the receit the store can't verify the payment method, and is perfectly justified in giving store credit.

That is unethical If they didn't tell you that beforehand.
If they make up this rule when you tried to make a return, then that's low.
If you knew about this yet still choose to buy from them, then what is left to say?
