The municipality brings the charges against you with the injured victim being just that "a victim". The law is there to protect everyone and is brought by the state to ensure that equality of justice.

The best thing to do if you commited such a crime is to admit to it and offer restitution through the courts. I would also suggest getting a competent attorney before wading into the legal system.

Only the District Attorney of the jurisdiction where the charges are filed has the discretion to reduce the charges. The victim is not able to do this.

You should definitely speak to a lawyer and evaluate the evidence against you.

Generally, no. Once charges are filed by the police, the arrest affidavit is sent to the State Attorneys office, and they pick up on it from there. Unless the SA office will consider working out a plea deal with you, they usually prosecute and go for maximum sentence.

I would suggest you get a lawyer.

( I'm a 23 year veteran of law enforcement, so I do know what I am talking about. )

The victims have the discretion to lower the charges but compensation must be paid for damages incurred.

I don't think so. Hit and run is a criminal offence not a civil offence.

The party pressing charges against you is the police, not the victim.

No. You broke the law of the land so it is up to the court to decide.
If it was a civil case (dispute between two people) the victim could have a say....
