This depends tremendously on where you are, where you want to study and if you have credits that you can transfer. If you want to get your engineering degree in 2007, you better have it nearly completed. In addition, the college you transfer to will need to accept all your existing credits and have some sort of agreement with your current college to allow such a late transfer.

In the US, most colleges require at least a year's study to get a degree from that college. And that assumes all your credits transfer. Engineering is a tough academic field, and schools in the US are going to be very picky about what you can transfer.

All that said, I think you'd be best at one of the big state universities in the US, such as the Univ. of Georgia, Illinois Univ, Colorado University, University of Maryland, University of California at Berkeley and so forth.
