I would make the doctors run some blood tests. At least, if only to check her hormone levels. I got my period when I was 11 and it has been regular (every month) for the past 20 years. (minus when I was pregnant) :) If your doctor refuses, switch doctors.

This does not sound normal to me either. I would recommend getting another opinion to see about what could be causing this, and from someone not in the same office as the dr that your daughter currently sees.
PCOS (Polycystic Ovarian Syndrome) is one possibility for this issue that you have going on and a thyroid problem is another possibility.

Normally it takes girls about 2-3 years to get in to the cycle but i cant under stand why they aren't regular now,
are you with a health care system such as bupa?
or the NHS
if NHS defiantly try Bupa they are very helpful
they will be able to define the problem

Same thing happened to me when I was that age. Doctors always said I was normal. When I got over 21 they finally started telling me the truth.
Found out I have PCOS - Polycystic Ovarian Syndrome.

Most girls I know did not have regular periods untill their late teens. Bear in mind her hormones have not settled down yet and she is still growing! Give it time, everyone is an individual and developes differently,
But if you are super worried get a second opinion.

My daughter got her first period at 12 on DEC 6Th. she got her
next one on Jan 28Th. It is now march 30Th and, she has not gotten it yet. I am making a appointment today to see what her D.R. says?

its not normal at all but it might be normal for her, i think she has low hormone levels, if it doesnt improve by 18 get her on birth control pills to help even out her hormones.
