You're missing a clue--at the time she wrote the words, women did not have the vote in the United States. So all the lawmakers were pseudo-Christian males. Get it? Congress was all male, only Wyoming let women vote, so they'd go there and marry Wyoming natives. The rest of US women didn't win the vote until four decades later.

The "chains" she referred to were the chains of totalitarian laws; because if anyone does not have rights, it's as if she's in chains--lacking liberty of movement, competition for jobs, legal protections and court rights.

Females acquiesced in their slavery, and most refused
to fight their statist oppressors, for fear of physical harm or being jailed etc. So they made excuses and even refused to admit how bad their position was. that was what Anthony meant about "not realizing" that they were slaves.

The brave women who fought for their rights in this country deserve our admiration, regardless of the tactics they used. They are heroes, one and all. And by the way, the battle is far from over for them, and for the rest of us.

This quote means that a government full of men and no women will not make any laws to help women gain equality. The men in power don't even recognize that equality is an issue, so they certainly aren't going to do anything about it.

Realize that she was working for women's suffrage - the right to vote. It was quite a few years ago. Still, women do not have equal recognition.

She was saying that many women had been so thoroughly indoctrinated to think of themselves as inferior beings who by their very nature needed to be controlled and dominated by men, that they didn't even realize that their position in society was very similar to slavery (no pay, no freedom to leave or do what they wanted to do).
