Gore won the popular vote in 2000, aand thanks to his brother, Bush won the electoral vote in 2000!
Gore had 50,996,582
Bush had 50,456,062

Electoral ( a president must win 270 electoral votes.
Bush 271 with 25 coming from Florida, a contested result!
Gore 266

The Electoral College was devised by the founding fathers as a compromise between the election of a President by popular vote and by the Congress. The College currently consists of 538 electors -- based on the total number of Representatives and Senators, plus three District of Columbia electors. The electors are a popularly elected body chosen by the states and the District of Columbia on the day of the general election (November 2, 2004). The slate of electors for the Presidential candidate who receives the most popular votes is recorded on a Certificate of Ascertainment.

Though no state is bound by federal law on who to vote for, many states give all to the person winning the popular vote, some states release them from that if a second ballot is necessary.

Some states break them up according to the percentage of the vote.

Some States have no law, however, I don't think any state has voted for the losing candidate!

Electoral college.
They are made up of reps from each state. The number depends on the population of the state. The parties in the state designate who the rep will be.

You vote and in most states the candidate with the most popular votes gets all the electoral votes for that state.

A few states proportion the votes depending on the % of the popular vote the candidate gets.

The electoral vote has to go the way the state dictates.

The president is chosen by the electoral vote. The popular vote chooses the person who will cast the electoral vote.
