normally refers to the front half of a building where the offices are located. and the warehouse or service area would be called the back of the house. front is also called front of the house. same term used in food industry as well for sitting area or cooking area.

If you are talking about a medical office, front office refers to the administrative duties. The other part of the office is refer as clinical.

I always take front office to mean the management, the ones that handle the business, make the decisions, and issue the paychecks.
