When they both cancel eachother out, you are left with:
0 = 0.
Which values for x make this statement true? All of them.

Similarly, if you wind up with:
1 = 2
Then you know that there are no such x as can make this statement true.

Think about it. -x + 3 = 3 - x isn't just a solution for the equation, it's a statement about all real numbers. In other words, if you put any real number in place of x, both sides will balance out. So, 0 is a solution, but so is 1, 2, 3, -700, and 8 billion. See?

-x+3=13-x-10
-x+3=3-x
-x+x+3=3-x+x
3-3=3-3
0=0
