Technically, talk to is used in the case of a direct address, and talk with is used to denote a two-way conversation. But there are a lot of nuances. A speech would definitely be a "talk to"; but that term is also used when a parent addresses a child authoritatively, or when someone addresses an issue or decision with someone else, even though there may be a two-way conversation. I guess you'd say talk to is used when the speaker is imparting information and not particularly interested in a response.

Talk to is addressing to, and it doesn't imply a reply. Talk with is having a conversation.

When you talk to someone... it isn't a conversation. When you have a conversation, you're talking with someone.
