This may actually be a problem with your computer or even your ISP but there are a few things you can do related to your router itself that may help.
The first thing you can do is make sure that your routers firmware is up to date. Firmware is basically the software that runs your router. If there is something corrupt in your routers current software, you may be able to fix it by installing the latest version of the firmware on it. Both the firmware and instructions on how to install it should be available on Linksys.com.
The other thing you can do is make sure that the router is well ventilated. Especially if you have pets or your routers is located in a dusty location. Like most electronic devices these days, even your most basic router actually has a CPU in it and they can overheat and cause damage to your router. I have also had the power supply to the router overheat and start causing problems. Make sure your router isnt getting unusually hot and also make sure that all its ventilation holes are clear of any pet dander or dust.
The last thing you may want to look into is making sure you arent over extending your router. Alot of home routers arent built to handle many more than just a few computers. If you have too many computers hooked to your router you may have just simply out grown it and you need to get a better one.

Try connecting with wired connection to same router. If wired connection is fast then the problem is with radio(wireless radio).
Check if you have a wireless phon that works on same frequancy. Or any other appliance that uses same frequancy. Move the router to center of house or more open space. Try the signal is better near the router you might need a signal booster in the second floor.
Second option is to check linksys site if you have any new firmware available.
Ome more far more interesting thing to check is if someone is stealing signal from you. You can moniter the traffic and pople connecting to your router through admin console. If lot of nabours are sharing your router you need a secure network with password.

Verify you dont have the two routers connected on the lan side of each... If you are using a different subnet for each, you should be fine... If they are daisy chained, make sure you dont have dual firewalls enabled (if they have them) You do not need software for a router for control or functionality. I have had issues with needing to reset them to defaults and reloading my saved settings to get a better throughput. If they are both wireless with the same SSID/channel you will get interference. Quite a lot of variables... Could you narrow it down with the configuration (physical connections and model of routers)

the software would help you set up the routers correctly for your line and connection, which yes could speed up your loading. It will also help you to add security to your wireless connection which you should be doing anyways

It's kind like software, but really not. I would say yes, it's more of like invisible server on the computer. After you install it go to http://localhost and that's where you do configurations..
