I will be making some international wire transfers to china. I'm wondering where I can do this for a low charge.

Is there a way to ensure that the money doesn't get 'lost' in the SWIFT system? I've heard of wire transfers to india taking 6 months.

What information does my partner need to give me? Is there a way to ensure that my account number is safe from scrupulous partners, in order to avoid a chargeback of some sort?

Speak to your bank they will give you the information you need.. I have done wire transfers hundreds of times for business (all over the world) and my own banking and it should not take over about 3 to 5 days (allowing for weekends and holidays in both countries).

You need his bank's routing number, his bank account number, his name, address, and phone number (may not need this but it helps.

You can also use Western Union to send money

Sometimes I send money to my relatives in France using Paypal, if it is a matter of a few hundres dollars.

May bank charges $25 for a wire transfer - other banks charge more or less.

Bank! You need the account number and International routing number. At least "I KNOW" my bank is cheaper!!!!

Doing this overseas gives you no protection what-so-ever. Be sure you know who you are dealing with overseas because once your monies go to them, it is not protected.
