The cheapest country to live in will not be yours at the time. I think probably Europe will have less crime, but more expensive. The cheapest would probably depend on the location in that country.

I would say rural Canada
India is the second most populated country in the world, plus many countries have laws against forigners actually owning land. ie Mexico
Northern and Western Canada are sparsely populated but many parts are mineral and resource rich that can increase the value.
There are parts of the US, such as Upstate New York that land is available and relatively cheap due to economic weakness, I've heard Indiana has some affordable locales
