Well when I go on on webpages the pointer blinks and its really annoying hard to see what I'm clicking on but when I exit webpages its fine! I've even changed nouses! wth is wrong???

that happens when to much info is going to the ram at once and you dont have enough ram.if you add more ram that wont happen

Lala and Darwin probably explained as best as anyone could without it being possibly wrong, although I think that the computer is being infected by malware because it look like general slow down. Tons of anti-malware programs on the 'Net, pick one and scan, slow downs cause mouse jerky and blinky movements.

maybe if you got into ur settings in control panel change then click appearances and themes and then click top tab mouse pointers and change setting there :-) good luck on that is anything next step sound like new monitor

restore the default mouse cursor by going into control panel and click on hardware then click on mouse....and click on default or look it up in properties....

Go to start...control panel...mouse...pointer options. And change your pointer.
