Bush seeks to cut 150 programs, calls them "a complete waste of tax payer money." These programs cut include all after school program funding, a nationwide adult literacy program, two billion in college grants, drug awareness education, law enforcement grants, etc., while increasing foreign aid and money for the war (while decreasing money for homeland security). Perhaps if Dems didn't pay for this war there'd be enough for both spinach farmers, school systems, police protection and heathcare for all. Or would you rather spend the money on war?

No, it has nothing to do with funding the war. It has to do with helping Americans. Something that Bush has forgetten about.
