Congress must work out amendments to the bill before it is passed...

Congress can override a presidential veto with 2/3's vote in the Senate and House of Reps..

House seats are determined on the basis of the state's population.

A "law". Or more specifically, a federal statute.

But you're talking about the methods by which a bill may become a law, including overriding a veto.

As for House membership, it is one Representative per district, with the number of districts per state determined by population.
