Whose philosophical theory centers in decision making?

Wich philosopher believes that we are the result of the decisions we make, more than the result of chance or of the secret plan of a deity?

Most existential thinkers would accept the idea, although each would have their own minor caveat. Organicists, especially those of late 19th/early 20th century western Russia, might accept the notion as well, though it's been a while since I've read their stuff, so I'm a little rough on them.

I suppose most Objectivists would acknowledge the spirit of the idea, though I'm sure that they would word it differently.
