generally, yes, as it is a cultural stereotype, not always true, and frequently used to make fun of Asians. I would say that it is very rarely acceptable to make a reference to it, but you sometimes can if you know the person well and/or are using it in a context where it is obvious that you are not really making fun of someone---- apologizing beforehand for any possible offense would makea general statement about 'Asian-looking eyes' seem a little bit less rude to some people..
On a side note, I think that it might be considered more 'socially acceptable' for an Asian than a non-Asian to make references like that, just as it is with blacks and the n word. That's what's called a double-standard.

Most Asian cultures demand lower subjects to look down. If at any moment they looked to the side, they were distracted by other things and looked down upon. In modern times, it is not so different. People expect to be seen in the eyes and slating eyes may make them feel you don't want to talk to them or be with them.

I'd think so, I personally wouldn't ever use that to describe someone. Is lard *** offensive to a fat chick? The answer, yes! I know cause I have used that to describe someone! Let's just try to be nice =)

same as making fun as this;
There once was a boy named Jack who was born with just one eye, so the doc's put a wooden one in the socket where his eye would be.
This was fine Jack, for he knew no better, but the kids in school would tease him to no end. In fact, they all referred to him as "Wood Eye". Naturally, he didn't appreciate it, and grew to hate the name.
When the Senior Prom arrived, Jack went alone. When the dancing began, some friends came over and encouraged him to ask Sally to dance, as she had come alone as well.
"SALLY?! She's got a NOSE the size of KANSAS, for god's sake!", replied Jack.
"Hey Wood Eye, you've got a wooden EYE! Who the heck are you to judge Sally Bignose?!"
After a while, he noticed Sally across the room. Her nose wasn't THAT big, and frankly, she did look just as bored as he was. "what have I got to lose?" Jack asked himself. He decided to go for it.
"Sally, would you like to dance with me?" "WOULD I?!" Exclaimed Sally. Jack snapped back "-BIG NOSE!!!"
