well, it, at the very least, seems to be a conflict of interest... which she should't have been on that committee then... granted..
now, did they need her vote to pass the contracts, or would they have been passed regaurdless? Did she make a difference? I don't know...
this dosesn't sound illegal though, but shady on the moral side...
