it came to me stamped says accidentially oppened by CA tax Franchise Board. Advise? Action? opinons?

Technically, it is a Federal offense to open another persons mail without permission. Stamping something confidential is not necessary and provides no additional protection. That said, the Tax Franchise Board, and many large businesses, have equipment that opens ALL mail received before a person actually sees where it is addressed. It is standard practice to stamp mis-sent items and return them to the USPS for proper delivery. I seriously doubt you can actually pursue your case.
