I've tried to solve this problem but i cant get the answer.. I get x2 + y2 +4x - 12y + 15 but it is wrong. any suggestions on how to solve this problem would be appreciated.

Find the equation of the circumference that goes through (2,3) and (3,6) and is tangent to the line 2x + y - 2 = 0

Did you mean the equation of the CIRCLE that goes through (2,3) and (3,6) and that has 2x + y =2 as a tangent to it?

If so here are some hints.
The perpendicular bisector of the two given points will go through the centre of the circle.
A line perpendicular to the given line must also go through the centre of the circle.
The distance from either given point to the centre of the circle must be the same as the distance from it to the point of contact with the line and is the radius of the circle.

If you draw the situation you will see that there are actually two circles that would fit the given information.

It's not surprising that you are finding it difficult because it is!
