I want to make a television commercial spot that is primarily just video graphics such as my logo, which appears, moves to the corner and a video of a product is on screen, with text, lots of motion and graphics.

I don't need an editing program but rather something to make all these graphics and things in. Easily.. for PC too. Which software do you recommend?

You could use Adobe Illustrator to make the logos and visual elements and Adobe After Effects to animate them.

Search on Download.com for "trueSpace"

A free version is up there, and it rocks.

P.S. I don't mean to advertise.
