Can i change the colour of the page as well so I am writing on different coloured backgrounds in different sections?

I've just this minute finished trying what you're asking, and found that it is possible.

To make a border around an area, highlight it, and then click on Format (in your toolbar ... at the top of the screen) and select Borders and Shading. In the tab marked Page Border, I selected Box (left hand side of the dialog box) and then chose the size border that I wished to have. (Width in the central portion of the dialog box.) I then chose Style and Colour (also in the central portion of the dialog box). If you have it installed, you can also choose Art options, but I don't have that installed and have no wish to install it. It's not something that I would use very often.

If you clicked on Box, as I did, there's no need for you to mess about with the Preview buttons on the right hand side of the dialog box, although you may prefer to use them.

I left the 'Apply to' box at Whole document, and then clicked on OK. That gave me my first border. I followed the same sequence but choosing different colours and widths which again gave me different coloured borders.

To change the colour of the page, you simply highlight the area where you'd like a different colour, click on Format in your toolbar, and then click on Borders and Shading again. This time, select the Shading tab and then choose the colour you wish your page to be (or paragraph if that's all you've selected) and then click on OK.
