That teachers are prohibited from assigning uber gay 5 paragraph essays. I feel you - its totally pointless.

A Law that is commonly referred to as the Three Strikes Law. We have it down here in California. I don't know the exact details, but its basically that if you committ a major crime (Or maybe ANY crime) the third one you're screwed, even if its stealing a bread cause you were starving.
