Give reasons with good explanations, I need to understand this for a Political Class and need more explanations than what the book is providing, thanks :)

It's basic delegation -- just like in any large organization.

Congress is 535 people in two chambers. There's only so much they can do during a given session.

By delegating specific authority to agencies to make regulations, they can just deal with the big picture issues, and some specific details, and leave most of the day-to-day administration (and enforcement) to agencies.
