A year is not just 365 days a year, but 365 days and 6 hours, so after 4 years there are accumulated 6 hours for each year, that makes 24 hours, that's a day which is added on February every 4 years as it is the month which has the fewest days of all...

because the earth rotates about 23 hours and 50 some odd minutes a day. so they stick an extra day once every 4 years to make up the difference in time.

It's a leap year because the earth's revolution around the sun is actually 1/4 day less than the 365 day year our calendar is based on.
