Carbon dioxide does have a liquid form, which could "wet" you, but you would have to be in a high pressure environment for this to happen, since CO2 goes between solid and gas at 1 atmosphere pressure without ever becoming a liquid.

Dry ice is dry because it goes straight from solid to gas without going to liquid in between.

It turns into carbon dioxide, so no, you couldn't walk on that.

It would have to be under pressure to be liquid. It would get you wet the same as any liquid.
