Punk rock is generally not complicated as far as guitar sounds go. All you'll need is a reliable guitar and amp (a tiny crappy amp does not qualify, neither does a cheap guitar), because punk rock is very fast and mostly chords -- this will mean lots of broken strings/blown speakers if you have junky equipment.
Almost any tube amp will work for you (preferably with 2x 10" or 12" speakers), a Gibson Les Paul (no epiphones allowed) or Fender stratocaster with a humbucker (usually called a "Fat Strat"), and a good distortion pedal (MXR, Pro-co RAT, or Big Muff would all be perfect).
Personally, I have an American Fat Strat, a Peavy Classic 50 amp (tube amp w/2x 12" speakers), and I use a DOD "Grunge" distortion pedal (it works alright, but it's not my favorite).

The cheapest guitar and amp you can find. Don't worry about preamps or anything. Just go straight up with any crappy guitar and amp you find at a pawn shop. Not a joke... I'm being serious. That's the only way you'll find the gutted, ruthless, trashy sound you're looking for.
