Probably Mengle. It's one thing to order someone to commit atrocities. It's another to actually do them and agree with the atrocities.

I would say that they are both equally evil but Mengele would kill people just so he could dissect them and he tortured them with his experiments. Hitler just let his henchmen do all the dirty work. Mengele is worse.
