Hitler allowed Mengele to ply his trade and in the end, Hitler was more responsible for more deaths. Hitler was worse.

Probably Mengle. It's one thing to order someone to commit atrocities. It's another to actually do them and agree with the atrocities.

I would say that they are both equally evil but Mengele would kill people just so he could dissect them and he tortured them with his experiments. Hitler just let his henchmen do all the dirty work. Mengele is worse.

Menegele! He is, I think, a true mad, psycho scientist. His own scientific inquisitiveness was more important for and had more more power over him than the lives of others.
