This could have several different answers. Crabs (lice) can be gotten from a sex partner, also from a toilet seat, one at school, and public toilet and maybe even one at home from another family member that might have them, These are easy to take care of go to te drug store and ask for a soap solution to get rid of them.
If you shave the area in the past and it starts to grow back this can be uncomfortable, the hair will grow back and then no more itching.
Some thing that no one has mentioned, Diabetes, Have you any family members that have diabetes? Mom,dad, brother, sister, grandparents. One of the symptoms is itching genitalia

I would recommend making an appt with your dr to have this evaluated to see what could be causing the itching that has been going on for a week now. They can help you try to figure out what could be causing this.

Trim it short (don't shave you might irritate the skin further) and wash often. Maybe try a different soap. Have you changed laundry detergent lately?

If you shave it will be itchy as hell as the hair regrows. If you can see lice or nits, then they could just be normal headlice. If you are ithcy around your actual genital area then it could be thrush.
