"Discuss evolution" implies "Discuss the presence of evolution" or "Discuss the fact that there is evolution" or "Discuss the idea that there is evolution". The phrase, "the lack thereof" refers to the negation of that implied thing, which is to say, "Discuss the absence of evolution" or "Discuss the fact that there is no evolution" or "Discuss the idea that there is no evolution". Or "discuss that the character's personality did not evolve..."
