When you look at any large, powerful nation (Rome, the British Empire...) you always notice a similair trend. The nation steadily grows for about five hundred years, then begins to decline. While America, as it is now, is unlikely to ever be invaded, in the distant future (say, 300-400 years from now) it seems almost inevitable.
As for who it is, probably a nation that does not yet exist that is less organized, yet more powerful, than the America of 2307/2407. They will probably invade for the grain and the wheat fields in the midwest, because the Earth will be drastically overpopulated and arable land will be in short supply.
