in a scientific experiment do we read from the meniscus?

The miniscus is the most accurate. At the edges the water curves up because of surface tension.

Using the same solution, you actually can read any point as long as you always do the same point. The meniscus is used because it is easier to see, especially when the optical properties of the solution and glass are close and the meniscus is less dependent (if at all) on the inside surface of the buret. In other words, it gives you better numbers.

we read from the miniscus coz the solution in the burette forms a cuved shape and thus to measure the amt of solution in a burette you read it from the miniscus or else you would be noting down the wrong data.

You read from the lowest part of the liquid. It will curve up at edge of the glass -- don't read the curved up part, read the flat part of the liquid in the middle (which is lower than the curved up liquid around the edge).

If it's water, the meniscus is concave and you read at its lowest point.

If it's mercury, the meniscus is convex, you read at its highest point.
