I don't really know how these can really represent drowning, but.. here are my suggestions

a flower in the middle of nowhere.
a single flower within a bunch of other flowers (like, a rose growing in a field full of sunflowers)
a balloon that drifts in the sky without end.

Well, in Shakespeare, Ophilia is pictured floating down the river surrounded by flower petals with her eyes closed and a peaceful look on her face. An interesting way to do this could be to show a person surrounded by all kinds of items, junk, whatever to show that he or she has many things to do and is overwhelmed to the point where he or she is trapped by all these things. You could show this through using dark colors and dark emotions. Or if you are outside, a dark and cloudy or rainy day. You could have a person trying to do more than one thing at once, and showing a look of frustration or confusion or mental anguish. I guess that's how I would show it.

I would depict some sort of small-time street vendor ( like the people who sell ice cream, handbags, clothes, or watermelons on the side of the road) standing in front of a big box store like a walmart or a target-- that's drowning for you my friend.

a body with arms extended upward and obviously struggling to do so, holding a tornado with all aspects of a person's life within the tornado

or rather than being under water- a person in a tub, in a deathlike pose, underneath symbols of a busy life

I would put a person standing on a stage having to give a speech or something surrounded by huge audience with all eyes on him.
