They do it because they need to provide some information like DNS Server ip , Alternate DNS Server Ip, Router's Ip and also they assign to you one of the availlable IPs allotted to them with a subnet mask of ( generally) 255.255.255.255. these informations can not be set manually by static ip addesing as any single ip is not provided permanantly to a non dedicated dial in user.

Only option is use of DHCP

Dial and Cable/DSL connections are 99% of the time DHCP and they have good reason for that. There is finite amount of IPs that can be used. Most ISP only have 256 - 512 ips to work with. Some of those go to corporate customers who need the dedicated address for there business. Now you have the home user that needs access and they need an address also. So the ISPs would then run out of usable ip address's for those customers. Using DHCP allows them to create a whole new block of ip address's that they can use as they need. Now they can have 50,000 or address's if needed and DHCP will alocate the addess's out to home users as needed and return them to the pool of address's when they are finished using them. A nice way to keep everyone happy and by doing that in a cost effetive manner.

DHCP assigns a temporary IP address from a range of available addresses. Not everybody is online 24 hours/day, so it saves the ISP money (they have to buy blocks of IP addresses). Also, DHCP requires almost no setup on the client side, so it makes supporting client computers much easier.

because if they manually assigned IP's to systems it would be very difficult, as you would have to explain to each new user how to assign their computer an IP address and then if they changed it, it could cause problems if they put in the wrong IP address, you would have to explain to them how to setup dns (and once again if they put in the wrong one, they would not be able to surf the internet)

Plus you would have to manually maintain a list of used IP addresses and when someone leave you would have to update that their old IP address is now available

imagine having to do this with THOOUSNADS of users, it would be a nightmare.

Well DHCP does all this for you AUTOMATICALLY, so why would you not use it?

Becuase they have to Give a Fix IP, not APIPA one..and they cannot alocate each user with fix ip, we will run out of IP in 1 Day. No More IP !!!!

So, they use DHCP server, so only limited FIX ip are used and they dont need to buy/Allocate huge no of FIx Ip...

FIx IP cost is very high my friend
