Depends what you are learning on.

If it's Windoze then look gcw, MinGw or Cygwin. Any of those will get you a C compiler for free.

If it's linux then install gcc and away you go.

The Windoze packages all have some sort of installation front end, just run what you download then start guessing good answers.

The Linux packages are installed by a package manger, I'm currently using Synaptic Package Manager on Debian Etch.
