The Israel Football Association was founded in 1928, under the original name of Palestine Football Association. However 20 years later, after WW2, the state of Israel was formed during the British Mandate of Palestine. Under this time it was affiliated to the Asian Football Confederation.
With the creation of Israel, political upheavel was formed, and the football suffered. Israel qualified for one world cup, in 1970, whilst a member of Asia. Israel left AFC in 1975, but remained a member of FIFA.
To stabilise the political unrest within the country that was affecting the football, and to provide continental competition, Israel joined UEFA in 1992, which has since stabilised the situation.

Probably something to do with the powder keg of Middle Eastern politics. However, what I want to know is why Kazakhstan are playing in the EUROPEAN qualifying groups? They are nowhere near Europe! They are in Soviet Central Asia. They have also been drawn against Portugal which means the furthest possible journeys in the geography of European football....and people in football moan about too many fixtures!

Political reasons....many Arab middle-eastern nations dont recognise the legal existence of Israel and refuse to play them at all, so they cant join the geographically appropriate federation.

Like tanya said, it´s political. And this question has been running the circuit for eons.
UEFA have admitted Israel to the Euro´s basically because they are not overly welcome in the regional tournaments. So to give them a chance to play they have been granted admission to the Euros.
