The bugs sound like aphids. You can use anything from alcohol and soapy water to any of the various insectides for roses available at hardware stores. They are harmful, so you do want to get rid of them. The powdery stuff is a type of mildew. It is also a bad thing. I use Orthonex, an Ortho product, on my roses. It works for aphids, powdery mildew, and black spot. Wonderful stuff.

Sounds like Aphids, a common pest on rose bushes. The most effective cure I've found is liquid dish soap in a spray bottle full of water. Spray the roses once a day.

It sounds Aphids. You do not have to eliminate every single aphid, just control their numbers. Safer’s insecticidal soap works well and is safe and easy to use. Ladybugs and lacewings feed on aphids so encourage their presence to help control the aphid population. Aphids have a great aversion to chives, so you may want to try interplanting attractive chive plants in your rose bed.

Get ladybugs. They eat 'em up--it's unbelievable what a difference it can make, and it's not a chemical you have to put on your roses. Call up a gardening center and see if they have them. Good luck!
