Do you mean, is it ever socially accepted? Or do you mean, is it ethically right?

If you're asking the first question, then yes, if you're in the KKK, Black Panthers, or something similar. There are plenty of groups out there that praise the dominance of one race over another.

However, if you're asking the second question, then the answer is no, of course not. Not only is being racist (at any time) unfair to everyone, it is scientifically inaccurate.

It depends on who you ask. I don't think that this is the best place to get a reflective and insightful answer since most anglo-European countries have had about 40yrs worth of public indoctrination of multiculturalism in their public schools and other socialist entities.

I don't know what race you are, but there are websites dedicated to racial identity where perceptions, misperceptions and outright propaganda can be divulged, interpreted and debated. None come immediately to mind other than stormfront.org and adl.org, but there are definitely others out there covering just about everybody.

Not okay to hate a group SOLELY for their race. But I guess it's alright to hate a certain group for other things THEY DO.

Sure. I can't tell you how to think any more than you can tell me how to think. Your knowledge and experience will be different than mine, so your ideas, while they may be wrong, are just as valid to you as mine are to me.

Discrimination, though, is wrong, and in many cases against the law.
