You really need to tell us, Michael, the suffix (the last 3 letters after the full stop) of the files you're downloading for us to be able to offer meaningful responses.
Many files are stored as compressed files. There are different types of programs to 'open up' these files.

You have to know also if the file is compressed. Maybe you don't have the tool installed in your computer to decompressed those files. You should download winrar ( http://www.rarlab.com/download.htm )
You may need to associate the files with the proper program. You will need to know the extension of the file first.
Make sure you the proper program to open your files. If you don't have the right program the OS won't open the file.

You can use winrar to unzip zip file and loads of other formats. A few more programs you can use are 7zip or winzip but I still beleive winrar is the best choice. They work pretty much in the same way: you can compress or decompress files easily with a right-click.
The big advantages of Winrar are: it's free (it's available under a trial version that never expires) and can open all the formats: .zip, .rar, .7z / 7zip, .iso, .tar, .jar etc.
That's why I strongly recommend winrar.

What kind of files? Usually you can't open files because you don't have the appropriate program installed to recognize the files. For example, to open an AVI file, you need a video player (like Media Player Classic, or Windows Media Player).

The reason might be the file format you download from internet is not supported or configured to open in your OS.
Say, if MS Word is not installed in your machine, you cannot open it in your machine. Also, Unix/Linux machines does not support .exe files, which are the executable files in Windows Operating System.

If it's a zipped file, go to www.download.com and get an unzip program (I like to use winzip myself). If it's an MP3 file, you need to get an MP3 player (also at download.com). If it's a .doc or .xls file, you will need either MS Office or a reader program for Office files (download.com again!). If your looking at a .pdf file, go to Adobe.com and get their free Acrobat Reader.
