Can being uncircumsized make your dick smaller? Wouldn't the forskin restrict it from reaching full length with hard?

No, the foreskin stretches. The length of the foreskin varies from guy to guy, in some cases the glans (head) pushes out of the opening of the foreskin during an erection, and in others there is still some foreskin extending past the glans even during an erection. Usually during intercourse the foreskin retracts and the glans emerges on thrusting. The shaft of the penis does what it does, and the loose foreskin accommodates it. Believe me, so many guys are so all-fired obsessed with the length of their penis that if there was any hint that being circumcised would allow it to grow longer, every 13 year old would be begging to be circumcised.

Not at all. Scandinavians are almost universally uncut and they're rather large, and also Rasputin from Russia. =P
The only cases where I've heard the cut/uncut state of affected your size is with circumcisions gone wrong.

Other than that, it's genetic. And no, the size of your penis is not related to any other body part, since it doesn't contain a bone.

No, actually it sometimes makes it a little smaller, as the cut skin is often too tight and holds back the erection a little bit. And, of course, the foreskin itself adds some to the girth.

No!! Being circumcised or uncircumcised does not affect the size or girth of your penis. It's all genetics! =D
