More is always better. The best time to add more memory is when you're buying the PC - it's cheaper in the long run, and you won't have to take it in to have someone upgrade it. And if you're getting it with the Vista OS (and I hope you're not) you will probably want more memory.
I would go for at least 1 gigabyte, if you're starting with a new PC. And go for one of the larger hard drives, too.
Check the price of a memory upgrade on the site below, and then see how much it would be to add it when you buy it.

Yes it would be enough to run photoshop, however with programs these days becoming more memory hungry, i would go for more, this will make the life of your laptop alot longer, also it will greatly improve the speed of photoshop

Yes, but now days 1Gb is kind of standard for laptop memmory and if you need many multitasking works you'd better have large RAM. On thing I'd recommand you is if you have a lot of graphics works or if you watch TV or movies frequently you need to have bigger L2 cache. As I know 512KB L2 cache is minimum for laptop, I recommand at least 1GB L2 cache for you.

maybe in XP but not in Vista (if you want the areo interface anyways) you will need a minimum of 1 GB of ram .
the more ram you have the faster the pics will load in Photoshop.

Photo editing eats memory like you wouldn't believe. It will work, but get more memory if you can afford it.
512MB is fine for watching movies.

512 MB is enough to do most anything except play games newer than 3 or 4 years (at least on a laptop wich has low CPU speeds).
P.S. request XP. if you get Vista hang yourself.

Depends on the image size with Photoshop; it's a tad memory hungry. If you can afford more - got for more.

yes, it will work. 1 GB is recommended though. But if you're on Vista, the ram should be around 2GB or you won't be too happy with the performance.
